To gather the fabric, reach your hands in from underneath and pull the ribbon to the left and right, then tie the ribbon to secure the gathers in place.

Variant

A material used for outdoor wear has been made into ruffles and placed on top of silk taffeta. Two layers of material with different textures on the front and back have different amounts of ruffles. It has a unique look when worn simply around the neck, and when gathered together the volume of the ruffles increases, making it even more expressive. It is cute when paired with a jacket or dress, but is also recommended for a sporty mix style.
